Baggage charges operation is used to retrieve price for a set of bags defined in the system, which exceed the free baggage allowance limit.

In NDC 17.2 Short Sell we are not using BaggageCharges service.

ServiceList is using for XBAG addition in NDC 17.2 Short Sell.
